Many MLOs are very rare or non-existent on cover. One of the more common is the 50c of the Manchukuo 4th regular issue, with 6 character Tieling overprint, Kerr 229-34. Is there another category of MLOs - issued by local administrations in areas controlled by USSR military? I think this is cliche 21 from the proof dots? If so then right 3 is 'hollow' in thick paper printings so it is a thin paper printing. I may be wrong. Easier if you have other thick & thin paper prints to compare ...
